Welcome to the Haifa Port !

As you enter the Haifa Port Company (hereinafter: “HPC”), grounds, you are exposed to numerous risks due to the very nature of the Port’s work, and due to the Port’s being an operational area. The work taking place in the HPC grounds is dynamic, involving many risks. These include lifting of heavy cargoes, large, heavy work vehicles moving throughout the Port, including forklifts, cranes and trucks.

Entry into, transit through and movement within the HPC grounds require you to be informed and aware of the risks in the Port. You are required to exercise extra care at all times and in all places, including traveling on peripheral access routes. These instructions apply to all entities entering the HPC grounds for their work and for any other purpose.

You must read the following instructions and make sure you obey them at all times

  1. Upon your entry into the HPC grounds, you are subject to all legal directives applicable within the HPC grounds. This includes, but is not limited to, the Road Transport Ordinance and its regulations, the Work Safety Ordinance and its regulations, the laws of the Administration of Shipping and Ports, the HPC instructions and procedures and the instructions of the CEO of the HPC or the instructions of whoever has been authorised by the CEO. To dispel any doubt, the instructions in this document are intended to complement the directives of any law or agreement.
  2. It is hereby emphasized, that your agreement to uphold the safety instructions detailed in this document is a fundamental and material prerequisite of the HPC to permit your entry into the HPC grounds. To dispel any doubt, it is hereby clarified that the CEO of the HPC will be permitted to grant an entry license into the HPC grounds subject to the imposition of further conditions to those in this document, and he will also be authorised to withhold such permission, to defer it or to cancel it, to include conditions therein, including conditions restricting the license-holder’s entry permission to a certain part of the HPC grounds, and at any time to amend and add onto the conditions.
  3. The mere fact that the HPC is willing to allow your entry into its grounds, subject to observation of the safety instructions as details in this document, does not absolve you from your legal liability for any commission or omission or to impose any liability whatsoever on the HPC.
  4. While you are inside the HPC grounds, you must carry your entry permit into HPC along with picture ID.
  5. Entry into the operational areas and into the container storage areas is dangerous! It is forbidden to walk, drive or park in these areas, except for those that must do so in the course of their duties, and on condition that they are escorted by an authorised entity that is familiar with the dangers within the HPC grounds.
  6. All movements within the operational areas shall be done along safe routes while paying attention to and keeping a distance from operational and any other work in progress. When crossing an operational route, the operational vehicles shall have the right of way.
  7. It is forbidden to cross or stand under lifted cargo.
  8. You are required to use personal protective gear – safety shoes, helmet, and reflective vest while in the operational areas and on the ships.
  9. Lighting of fire within the HPC grounds is conditional upon obtaining prior written permission from the emergency and safety squad at the HPC.
  10. No HPC equipment and property shall be used without written permission from the HPC CEO or his representative.
  11. The driving of a vehicle or the operation of heavy engineering equipment within the HPC grounds is permitted only to holders of the appropriate legal driver’s license or operating permit.
  12. It is forbidden to leave any vehicle, equipment, tools or any other item on the railway tracks, on the crane tracks, the cranes’ electricity feed ducts/cables and within the marked area and/or at least 2 meters from them.
  13. Access routes to emergency passageways, fire extinguishing installations, electricity panels and docks must not be blocked.
  14. Road signs and other signs must be obeyed, including the instructions posted on the signs within the HPC grounds.
  15. The speed limit within the operational areas shall not exceed 30 km/h and on the peripheral roads the speed shall not exceed 50 km/h.
  16. Vehicle parking in the authorized parking lots is intended for the shortest possible duration.
  17. Unnecessarily approaching the water line should be avoided. Entry into and fishing in the Port basin is prohibited.
  18. Keep the Port area clean.
  19. When carrying out work within the HPC grounds, you are required to work in accordance with the details in the “Safety Instructions for Working in the HPC Grounds” document. Furthermore, you are required to obtain a safety permit for your work from the HPC safety officer and to coordinate with the “Area Supervisor” in which the work is being carried out.
  20. In case of emergency, an accident or damage to HPC property, the Port Security Call Center shall immediately be notified at the following telephone number: 04-8518442.
  21. The instructions of the people in charge in the work areas must be obeyed. It is forbidden to interrupt the Port’s operational work.

Following are additional highlights for a person applying for an entry permit into the port

  1. An outside party/visitor arriving at the Port, is required to obey the instructions of the Security Unit from the moment of their arrival at the gate until their departure.
  2. It is forbidden to park in the Port grounds for longer than the duration of the stay within the grounds.
  3. It is forbidden to enter in order to fish in the Port.
  4. It is forbidden to enter the Port for transit purposes through the Port.
  5. Entry of minors (less than 16 years of age) into the Port requires special permission from the Security Manager.
  6. It is forbidden to enter the Port’s operational areas.
  7. Photography is forbidden within Port grounds.
  8. Outside parties/visitors entering the Port do so at their sole responsibility.
  9. An entry permit into the Port requires, among other things, being subjected to a security search at the gate.
